My electric furnace blows out warm air, not hot air. Is this normal?

Q: I have a rental property in the Carolinas, and the tenant claims something is wrong w/ the furnace because it is blowing out warm air instead of hot air. I was told the furnace has a heat pump, by the last company who maintained it, and this is normal. The entire house runs on electric and her last two bills have averaged to $225/month for a 1400 square foot house. Do you think this is too much? When I lived there, I believe the highest bill I paid was around $150, but everybody uses electricity differently. She claims she leaves it turned down low, doesn't cook much, and turns all lights off, etc. Please help! I'm sending out a technician from a different company on Friday, but I sometimes question their diagnosis; not sure if they are out to just get $$$.

A: That is normal for a Heat Pump. Especially when the compressor is providing the heat. When the Strip Heaters are providing the heat the air will normally be somewhat warmer.
