When you take a toilet off, should the water be up to the top of the hole, occasionally spilling over?

Q: We had water all over the floor in our bathroom I was thinking since the toilet was all wobbly, it needed a new wax seal thingy. So I drained the toilet and took it off, and I can't really remove the old wax seal cause the water is up to the very top of the hole. Is this how it is supposed to be? Or is it backed up? I live in a mobile home park, going to call the owner

A: You have a plugged drain line, or since you say the water is up to the top of the wax ring, slow draining line. You should have no water or see any water in the drain line from the toilet. If you don't have one, rent what is called a sewer snake and run it down the drain line that the toilet drains to, you might need to have about 150 foot cable. If you don't understand what I'm talking about call a equipment rental place and tell them what your problem is and if they have the equipment and are willing to show you what to do. Don't spend anymore money until you get the problem solved, you know if you have a problem with the toilet draining you should also have problems with other drains in the house. Good Luck- I don't think you have a big problem, just one that is going to take alittle time to resolve.
